Gen1 has much more signatures and more importantly, it has signatures for old systems. Those signatures are not likely to be submitted again and usually finding very old boxes and being able to identify them is quite interesting.
I would argue that old versions of Nmap are still available for download. Nostalgic scans can still be performed with these. I don't think that looking for old boxes is the main use case of Nmap. just my 2 cents.
