Every host seems down?

Hi,
 
This is my first time to use nmap.And it does not work.
 
When I scan a host ,such as scanme.nmap.org.There is a note says:"Host seems down.If it is really up,but blocking our 
ping probes ,try -P0"
 
Why is that ?I have downloaded the latest version,and followed your advices on the website,but all my efforts are in 
vain.
 
Can you help me ?
