You are giving nmap conflicting information.  First you say "don't ping"
with -P0 and then you give it probe information for host discovery with -PU
and -PS.  Try picking one or the other and see what happens.

Yeah, realized that after sending the email.  However, situation did not
change after I dropped the -PU and -PS (i.e. "nmap -P0 -p T:22,23,U:161
-sT -sU 192.168.4.240-255"). I can make it work more reliably by using
e.g. '-T2', so it seems to be timing related.
