Terminal doesn't work

Hey, thanks for reading this.

I am running (or trying to) nmap on a mac (OS X 10.3.9), and I 
downloaded the dev tools off of the apple site, and now everything 
opens with c++ and .h, and that's good. But when I try to open the 
actual control terminal (there are a couple; shtool, install-sh, and 
configure), I can't find anything to start it with. I tried the 
application Terminal that comes with the computer, but it doesn't work. 
Any ideas?
