By default Nmap uses its own (0.9.4) Libpcap in favor of older existing pcaps. Nmap uses some features which may not exist in ancient versions (such as get_selectable_fd(), and may also benefit from bug fixes and any performance improvements in newer releases. But you should be able to use the --with-libpcap=[dir] configure directive if you really want to use the version you already have instead.
for example, if i pull that test out and let nmap use openbsd's built-in libpcap, everything functions normally (from i can tell so far). openbsd's libpcap has almost all the .9 api's, if not all (i'll have to check).
0.9.4 has been out for almost a year now, so maybe it is time that OpenBSD consider upgrading to that version. But that is up to you guys. And Nmap will probably work fine with the version you have (or you could let Nmap use its included version).
