I wonder what the difference is. You are using winpcap 2.3? Does it work when you set --win_forcerawsock and --win_nopcap? It only seems to work if the winpcap 3.0alpha is installed. Winpcap v2.3, which claims to support XP, does not work. Raw sockets is right out. Though not a sockets programmer by trade, I have debugged it, and it appears that the return packet is never found on the initial ping(s).
