I suspect nmap is not properly "detect[ing] this rate limiting and slow[ing]
down accordingly" as documented in the on-line man page.  :-(

Is it feasible to add an option to specify an inter-UDP probe delay?

nmap-2.08 runs fine with -sU under Solaris 2.x for me.
I've had the same problem with earlier versions.

I just compiled nmap-2.08 on:

        SunOS `hostname` 5.5 Generic sun4c sparc SUNW,Sun_4_75

and ran "nmap -sU" against:

        SunOS `hostname` 5.5 Generic_103093-25 sun4m sparc SUNW,SPARCstation-10

It scanned 1029 ports in 38 seconds.  That is ~ 27 ports per second.  This
is far in excess of the 2 messages per second quoted for Solaris in the
man page.  Any suggestions what to try next?
