I don't think there is virtually any aerial in Europe. So given the cost difference why is virtually all fiber buried 
on this side of the Atlantic?

Yup.  Railroad work is complex just because you have to coordinate with the railroad owner and they have to be onsite 
for all work.  The cost of going underground vs aerial is also astronomical in many cases.
