Can it be somehow related to the DDoS on Telegram (AS62041, AS59930)? 200Gbps SYN flood was what they said on twitter. I don't see 3491 as an upstream for either ASN any more. On a side note 3356 became upstream for 62041 about a week ago http://www.inmediahk.net/files/imagecache/w456/column_images/113252.png (the tweet has been deleted)
