There is also a reasonable chance that acceptance of /28's 
could be strict in the beginning. But at some point, I 
imagine some operators (either due to lack of clue or just 
laziness) will simply write "everything else up to /28", and 
then routers on the Internet will start to pick up a lot of 
the gunk that "up to /24" filters have been keeping at bay.

Prefixes longer than /24 (or /48) are especially common at 
exchange points, either by mistake or design.
