It's easy.  Tier 1 is yourself.  Tier 2 is your customers and your competitors.  Tier 3 is your customers' customers, 
your competitors' customers, and your customers' competitors.

But yes, I'm sure there are as many criteria as there are NANOG subscribers.

But Joe Abley's are the correct ones.
