That is a laughable statement.

In many places there is no real ability to tag the voice traffic with a higher class service, so it has to contend just like everyone else.

This is also a laughable statement as Comcast (the provider in question) has at least, DOCSIS 1.1 on all parts of their network, if not newer than that.

The DOCSIS 1.1 specification has this capability (multiple service flows). DOCSIS 1.1 is of April 1999 vintage.
