Or because they are looking for a core of experienced people and some physical assets and customers worth acquiring and many of them just happen to have a low ASN.
Sometimes not, sometimes both. But if they didn't want the low ASN, it'd be a lot easier to go get a new one than to do all the paperwork for a transfer. It's an image thing, pure and simple.
