Flash lasts longer in my experience. Besides, assuming one doesn't wish to load Bloatware 2.5 on a router, a "big enough" flash drive is rather inexpensive. Even if it were $100 extra, the lack of moving parts is a good thing. Everything that you say one can do from a CDROM, one can do from flash.
