I agree, sounds like FCAPS
                        ^
which is often used in discussions of full-blown network managements systems
and is described in various standards documents.  However, I believe the "P"
has traditionally been for Performance vice Provisioning.

Maybe you are referring to FCAPS. It stands for Fault
Configuration Accounting
Provisioning and Security.  This is used to represent the various
functionalities that a network equipment is typically
required to support.

I personally have not heard of FCATS in reference to network
equipments.
