April 2000 COVAD dsl problems

I've received a report that COVAD had several switch problems affecting
their DSL service across the country dating back to April 5.  At least
three multi-hour outages have happened.  I tried contacting COVAD, but
was directed to call my local ISP.  Mail to noc () covad net bounced as
undeliverable.

Is anyone aware what is happening.  Is it a switch problem, operation,
or something else.
