it does support fragmentation (ip fragment), packet splitting (of tcp
payload) and segment overlapping.

is a transparent tool anyway, is not strictly integrated in metasploit.
anyway, I hope someone will make this integration in the future :)

If you have some troubles, instability, or the splitting plugins don't
fit your requirements, let me know.
