http://vim-ruby.rubyforge.org/ will get you about 90% of the way
there. 95% if you have the luxury of avoiding hard tabs as indentation
like a sensible person. I use that and http://rails.vim.tpope.net/ for
railsy things.

I'm told Netbeans is nice but I have yet to actually try it.

Eclipse with the Rails plugin kills itself when trying to index even
moderately interesting Ruby projects, in my experience.
