I am having the same problem on one of my metasploit installs on Ubuntu. Another install on Ubuntu is working just 
fine. The only difference is the one that is not working is forced through a proxy.

an SVN checkout, it is normal. The reason is that SVN fetches a very
large number of small files for the first time, something that can be
slightly time-consuming (although I have never seen the 1 hour required
mentioned by some of the posters). If time is that important, given that
this is most likely a one-time cost, you can uncompress the latest
.tar.bz2 of svn, do a checkout on top of this, thus changing only the
files that have been updated.

I had the same problem while doing an "svn update" for the first time
after a checkout.
It took a very long time to update.
