Tom Clancy did, only the target was the Capitol. The naive position is to assume the target is the system infected with the virus, rather than the uncertainty it creates and the money diverted to defend against it. It wasn't the bombs themselves that caused the downfall of the Soviets, but the threat of their use that did it. One has to step back and see the forest, not just the trees or the twigs.
I think this is definately off topic now but I must jump in. The threat of bombs had nothing to do with the fall of the Soviet Union. The failure of Socialism had everything to do with it. The threat of a virus/cyber attack has been blown way out of proportion. Certainly, extra precautions are called for...but I can't envision the collapse of Western society stemming from a cyber attack. All too often we (as technology pros) make the mistake of assuming that the world revolves around the Internet.
