Under the restrictive interpretation, isn't Customs committing a felony
when they demand someone's password to his Facebook account?

Not quite... Customs would be demanding that the "someone" commit the
felony.

Which opens up an excellent defense:  "I'm sorry, but I cannot give you my
password because, if I did, I could be charged with a felony pursuant to
the Computer Fraud and Abuse Act"
