Not regulation, but free market. If customers find value in ISPs doing this kind of DNS tampering, then those ISPs will prosper. If customers
disapprove of the practice, they should *vote with their wallet* and
those ISPs should be shuttered as they run out of customers.

Regulation simply means enforcement of arbitrary (not necessarily
_good_) decisions.  This can have an unanticipated negative impact on
innovation, which isn't worth whatever perceived upside benefit
pro-regulation might seem to bring.
