I note that this draft RFC proposes practices that routinely return *valid* responses to erroneous DNS lookups, and encourage an opt-out policy rather than an opt-in policy.

As an ISP, I can say with authority that 99.99% of all Internet users would not know what DNS were if it bit them, and are extremely confused by the unhelpful error messages which browsers provide when a domain name cannot be resolved. For this reason, opt-out rather than opt-in is perfectly appropriate for consumer connections. Yes, there are possible side effects, but anyone who knows how to operate equipment which is affected by them should also be knowledgeable enough to opt out (or have a business class connection rather than a consumer connection).

Providing help to one's users is not a "misuse" of anything. It's one of the things that ISPs are paid to do.
