When looking at the document, it appears like the kind of text legal departments produce to train employees. A company like Yahoo has to comply with the laws, and needs to have a clear process for handling requests. They have to arbitrage between two risks, provide too much information and be sued by their customers, or provide too little and get in trouble with the courts. The last thing they want is low level employees making random decisions, because that is guarantee to fail both ways. So they publish this kind of documents. I don't feel that the compromise spelled here is particularly evil, and asking for a fee is a good way to limit fishing expeditions.Of course, the takedown notice is another matter. They could just as well make this document public, so users know exactly what they sign for when they open an account.-- Christian Huitema
