Rich,

The current concern is *not* about the original version of S.773 on Thomas, which was introduced on April 1.

My piece this morning on CBS News discussed Sen. Rockefeller's revised version, which is dated August 19. I obtained a copy and put an excerpt here:
http://www.politechbot.com/docs/rockefeller.revised.cybersecurity.draft.082709.pdf

You can read my article here, including views from folks with a good understanding who did weigh in:

For IP:
I haven't seen anything here about S.773
 http://thomas.loc.gov/cgi-bin/query/z?c111:S.773:
but the Internet is starting to light up with semi-informed opinions. Section 18 concerns emergency provisions, and appears to be the primary source of concern. Was wondering if someone here with a good understanding is ready to weigh in?
Thanks,
-- Rich
