This sounds eerily like hush-a-phone with Apple now playing the role  
of ATT. "avoid applications that degrade the core experience of the  
iPhone".

While ATT may not have played a role in Google Voice’s application it  
definitely does play a role in saying in deciding the purpose of bits  
on its network. At least the G1 treats users like adults and doesn’t  
confine them to approved applications if they choose.

The very idea of Apple acting as agent for social policy is sufficient  
reason to put a warning sticker on the iPhone saying

We think for you – you may not think differently

Or maybe

THINK DIFFERENTLY HAS BEEN REVOKED
