Telephone and other systems are deigned to be maintained while the system is running. I helped many years ago with the ESS system to enable it to do tht. There are lots of systems which are non stop.

To be fair, you were doing this on a Sunday night, which is typically
when data centers undertake their maintenance processes. They may have
been running on a skeleton system during updates.

Just tried to tweet and got a diagnostic saying twitter.com was over
capacity.  There is a mess there somewhere about scaling and capacity
in the face of sudden popularity.
