Very, very simple.  The Democrats will not back any plan that doesn't  
have a majority of Republicans onboard.

It's already become a populist issue among know-nothing voters: to  
them this is a bailout to save the yachts of rich people.  The  
Democrats would be fools to take full responsibility for this bailout  
this close to an election.

This is not a cynical observation.  If Pelosi and Reid "ram it  
through", then thought it could be the most perfect and responsible  
plan ever and the GOP will jump on it screaming "The Democrats want to  
help the rich save their yachts with your money!!!"

In fact, the GOP would be fools to NOT do that.  The know-nothings  
have already told pollsters that they won't vote for whomever signs  
onto the bailout.  The only way, in our political democracy, that such  
a law can pass is with large bi-partisan support.
