As Simpson's interview makes clear, she was surrounded by Massachusetts State police bearing machine guns. She did not come into contact with the TSA - she was meeting a friend by the baggage claim. She did not need to pass security.

The charge eventually brought against her was disorderly conduct, something for which the state does not have to prove intent (as she also says in the interview).

What the article makes clear is that the problem is much more extensive than just TSA's initial over-reaction. "A Boston judge ruled that Star must perform community service and make a public apology." That means she was found guilty of a crime. Not to mention "She has moved out of Boston in part because of recurring threats and attacks from strangers." TSA created the particular incident, but they did not create the mass culture of destructive silliness in which TSA operates and which persists far beyond TSA's limited domain.
