Whether this document as available on the ITU TIES system is identical to
the text which has been distributed to the list is unclear, as I do
not have TIES
access, but it does have the same name. The author of this text on the ITU system is also veiled, saying only that the submission is from "Editor".

I provided this document to everyone when this hoax emerged.
I've attached it again.

4068 is a draft document provided by Ms. Tian as a
proposed outline for a draft Recommendation on this
subject.  It was subsequently approved with a broader
scope and multiple editors.  As I indicated, the bogus
text has been subsequently discovered to be part of
someone's private email that was apparently forwarded to
Bellovin.

There are several source verification recommendations that
are progressing in the ITU-T (which is not the U.N., by
the way).  The most interesting one is a set of new
specifications for authenticated IP being advanced by
Larry Roberts.  Another one is for international
CallerID for voice telephony.  In addition to consumer
demand for the service, the U.S. VAWA mandated the
capability two years ago.
