I was making a distinction between public network telecommunicationsstandards which is the purview of ITU (International Telecommunications Union) and standards for Local Area Networks (e.g.802.11 aka WiFi, 802.3 (aka Ethernet) which IMO is best handled by industry groups such as IEEE rather than standards bodies that are based on delegations from countries.
