I notice that the article doesn't go into the specifics of what the Europeans conceded and what, if anything, the Americans agreed to limit. The problem wasn't so much what European law enforcement agencies wanted to do, it was what European law *said* they and others could do. Which was much less than what they wanted and much much less than what the US was already doing. I don't see this as being anything other than bad news.
