People don't like not knowing what their ISP costs will be. The price/bit didn't work before and it won't work now. It's interesting that some bean counter comes up with an idea that will increase their revenue without having to improve their infrastructure and the bean counter or lawyer at the top approves it. When it fails the CEO takes his golden parachute, goes to another company and does the same thing again and again. The bean counter doesn't notice.
