"1. Service differentiation, composition and monetization

 

"In the future, meaningful value-based differentiation will be increasingly
derived from functionality layered above the network facilities - in other
words, higher-layer software capabilities that depend on and leverage the
underlying network resources. (This platform will be converged via IP and
associated technologies.)

 

"In other words, the concept of a service will need to move rapidly to
encompass more than simply what the network is capable of doing. It will
also be about how the network facilitates other services on top of the
network; that is, how multiple technologies such as servers, storage and
software are brought together to create experiences for different customers
and markets. It must even extend to creating what the user experiences -
content, applications, etc. - and not just to creating connections.

 

"As no one organization is likely to have all of the competencies required
to address the complete set of market requirements, interconnected sets of
stakeholders (network operators, content providers, DRM providers, etc.)
will all contribute competencies and resources to assemble services that
explore and address consumer and business market opportunities.

 

"It's worth noting that as not all stakeholders will have the same
infrastructure depreciation cycles, they will differ in both their financial
mobility and ability to respond to change. As a result, those with longer
cycles must partner with those with shorter cycles (who may prove to be the
faster, more creative innovators) to create a viable ecosystem. If this does
not happen, innovation will be hampered by inertia and/or the need to focus
on ROI.

 

"Therefore, there is a need for a framework that enables multiple
stakeholders to come together to compose services, and that also supports
the flexible distribution of service revenues so that stakeholders may be
recompensed when services are consumed.

 

"This framework must be flexible enough to enable a broad range of
stakeholder business relationships and must minimize any inherent
limitations to service innovation/monetization. This capability is critical,
as contributors of service elements/components must be able to recoup a fair
return for their contribution(s) to justify their ongoing investment in, and
support for, delivery of services.

 

"Accordingly, the framework must provide mechanisms for innovation in the
services area - i.e., to enable multi-stakeholder services to be introduced
rapidly, tuned, and (if necessary) withdrawn from the market, without
stranding capital or otherwise increasing risk.

 

"Services that meet a consumer or business customer need will be profitable
and remain, while those that do not will be able to be withdrawn with
minimal business impact. By spreading bets across a number of services,
players will be able to engage with the market in a much more fluid and
responsive way than is possible in today's environment."

 

In other words: they carriers are attempting to bring back the smart network
and to charge for its services.  UGH!
