the thing the blimp can do that satellites cannot do is loiter over
an area for long periods of time. satellite passes are highly  
predictable.

at least one postulated use for the blimps is
"look-down" radar to spot incoming cruise missles.
there's been a lot of concern about those and since
they fly so close to the ocean surface, the only way
to see them on radar is looking down from above.
