Dave, This seems to be twisted around - the experiment is being conducted by the sites participating in Coral. There's little difference between that and a site that pays Akamai for caching - either way, there appears to be spurious traffic to unexpected places, and in both cases the site is the one making the decision (as it could, e.g., to redirect).
