Whatever else is new here, it isn't the Secret Service's Uniformed
Division. The Uniformed Division's cars are pretty common and visible in
DC. It always seemed funny, a division of the "Secret" Service wearing
uniforms.

Perhaps the law changes the division's mission, perhaps it moves the
division within the government. Perhaps it increases the division's
police powers, makes them general and complete instead of targeted.
(There are dozens of tiny and obscure police forces in DC -- many
agencies have their own little police fiefdoms. There have been moves to
coordinate them and increase their scope and authority.) But it would be
useful to know what's new here since it isn't the division itself.

A provision in the "Patriot Act" creates a new federal police force
with power to violate the Bill of Rights. You might think that this
cannot be true, as you have not read about it in newspapers or heard it
discussed by talking heads on TV. However, it is a looming reality.

Go to House Report 109-333 - "USA PATRIOT Improvement and
Reauthorization Act of 2005," and check it out for yourself.

Sec. 605 states the following:

"There is hereby created and established a permanent police force,
to be known as the 'United States Secret Service Uniformed
   Division.'"

This new federal police force is "subject to the supervision of the
secretary of homeland security."
