The four principles of Network Neutrality listed at this URL are: (1) consumers are entitled to access the lawful Internet content of their choice; (2) consumers are entitled to run applications and services of their choice, subject to the needs of law enforcement; (3) consumers are entitled to connect their choice of legal devices that do not harm the network; and (4) consumers are entitled to competition among network providers, application and service providers, and content providers. You will not get a single one of the major broadband providers to sign up for this list. To the best of my knowledge, no major cable or DSL provider allows point (2); all expressly forbid end users (or "consumers" as they consider us) to run any kind of server. The only DSL provider I have heard of who explicitly allows customers to run servers, without buying a $200/mo. "business" access package, is Speakeasy.com. I hope they are among the first to publicly sign your principles.
