I'm surprised David Reed would send this without poking around a bit.
There isn't anything in the article to provide support for the assertion
of such a policy.  Nevermind how one might actually go about enforcing
such a policy.  There is no such policy on the IT security policy page
at Berkeley:

  http://socrates.berkeley.edu:2002/pols.html

The newest policy deals with security of systems dealing with PII
data.  I took a quick look through to see if there were provisions in
there that might be responsible for the below article, but couldn't
find any such limitations.

UC Berkeley now requires permission to receive TCP connections at any
port on any computer.  This policy is typical of "locked down"
corporations, but now applies to all parts of UC Berkeley, including CS.
