The European Commission recommended Wednesday that a ceiling be placed on
the amount telephone companies could charge competitors using their networks
to offer high-speed Internet access and other services.

  So-called leased line prices, charged by network owners to connect their
customers to the networks of Internet-service providers and telephone
companies, can be as much as seven times higher in one European Union
country than another, the commission said in a release on its Web site. The
commission has recommended benchmark prices for the entire Union.

  "Competitive pricing of leased lines will expand the range and cut the
costs of electronic communications services that are made available to
business users and end-users across the EU," Vivian Reding, the commissioner
for the information society, said. Small and medium-size companies "have
much to gain from lower prices for business services offered by operators
making use of these inputs," Reding said. (Bloomberg)
