I do think that's not the case here.  One of the parts of the article
that I elided was a note that cisco's mkt share was sliding from 85%
to around 50%, and they are looking for ways to reëstablish dominance.

But this is an unfortunate approach to take.

Two comments on this:

1. Globally Cisco's share of the LAN Switch has fallen several points over the last year and their share of the global router market (everything from SP core down to Linksys has slipped about a point), but certainly nothing
on the order of 35%.[1,2]

2. Take care to differentiate between the type of a network purchased and
run by service providers and enterprises. Enterprise customers have very
different views of control and deciding what is important. AON is an
enterprise technology (Caveat: AON technologies may be used by a few
service providers and components of the technology will find their way into service provider infrastructures sooner or later, but at the end of the day
AON is clearly an enterprise play)

[1] Obviously your mileage will vary depending on the segment of the
market, Cisco dominates some areas, while leading and competing vigorously
in others.
