The police in New Orleans have been notoriously abusive and corrupt. The 
widely hailed "turn around" in crime included dismissals of _200_ cops for 
various misbehaviors, including two convicted of murder. One
had murdered a person who complained about his abuse, another murdered a 
shop owner while robbing the store.
