There is a basic falsehood perpetuated here, and by the Bush
 administration.
 The overwhelming majority of Spain's voters (conservatively 80%+)
 opposed their government's going into Iraq before-the-fact.
 There is absolutely no reason to say that the Madrid bombing
 determined the election.   The government  had lost its mandate
 by ignoring the overwhelmingly clear popular will.  The bombing
 at most motivated a larger margin of people to go to the polls and
 do something about it.
