true, but somewhat out of context.  I found the original question and
response moving at a deeper level than this excerpt.  (Summarizing
poorly, the questioner was George Carey, the former archbishop of
Canterbury and the conference was the World Economic Forum.  Carey asked
if the US wasn't relying to heavily on "hard power" instead of "soft
value" in its foreign policy.  Powell does an eloquent job of saying
"speak softly and carry a big stick."
