Congressional report calls for more money into R&E networks

CONGRESSIONAL REPORT CALLS FOR INCREASED FEDERAL INVESTMENT
  IN NETWORKING INFRASTRUCTURE

The Senate VA/HUD/Independent Agencies Appropriations subcommittee
report, which accompanied the subcommittee's appropriations
recommendations for FY2003, was released in July. The report has
received scant attention, however, with Congress still deliberating 11
unfinished FY2003 spending bills. Meanwhile, the federal agencies
responsible for IT and networking research are operating under a
continuing resolution (expected to expire at the end of January) with
funding at the same level as in the 2002 budget.

The subcommittee set aside more than $616 million for computer and
information science and engineering, with $80 million earmarked for
information technology research and $25 million for cybersecurity
research. The report stresses that "the deployment of next-generation
broadband networking infrastructure will stimulate cutting-edge
research activities, create jobs, increase productivity, and improve
our quality of life." The subcommittee recognizes that federal support
is necessary for the research community to develop cutting-edge, high-
bandwidth applications and last-mile technologies. As a first step,
the
subcommittee urges the White House to reestablish the President's
Information Technology Advisory Committee (PITAC) and requests that it
develop a proposal to support research into applications that will
stimulate and promote ubiquitous broadband deployment.

The subcommittee cites an unreleased report by the National Science
Foundation's (NSF) Blue Ribbon Advisory Committee for
Cyberinfrastructure, which calls for a significant expansion in high-
performance optical networking. In early December, the National
Science
Board (NSB) released its draft report on Science and Engineering for
Infrastructure for the 21st Century and the role of the NSF. While
focusing on the overall science and engineering infrastructure, the
NSB
stresses that developing and deploying an advanced cyberinfrastructure
is critical to enable new science and engineering research in the 21st
century.

Internal momentum for increased federal investment in a broadband
networking infrastructure may be stymied by expected federal budget
cuts. Pressure to secure the Internet, creation of the Homeland
Security Agency, and potential transition to a wartime economy,
however, could prove to be a windfall for the research community,
which
increasingly relies on a robust information technology network.
