We have all heard of abuses in the workplace, including alcohol abuse, drug
abuse, and verbal abuse. Today, the cable industry is increasingly
encountering bandwidth abuse on its IP networks. On many cable systems,
small groups of cable modem subscribers are disproportionately consuming
network resources, often through the use of peer-to-peer file sharing
services. The difficulty with this issue is that it involves customers, who
cannot be handled like office staff. The advantage, however, is that
bandwidth abuse can be curtailed via management tools.

Most cable companies have chosen to implement DOCSIS (Data Over Cable
Service Interface Specification) 1.0 cable modem systems that allow
operators to cap maximum inbound and outbound access speeds per customer.
It's a good start. But with the growing number of web sites providing
colossal downloads, particularly audio and video files, and the increasing
number of users taking advantage of these sites, the problem continues to
worsen. Networks are further burdened by increased legitimate application
usage, such as video conferencing and voice over IP, which need the
bandwidth that is too often degraded by illegitimate abusers.
