Issy-les-Moulineaux, France, population 53,000, is the most wired city in the country, having pursued information technology vigorously since the mid-1990s, when French sentiment about the English-dominated Internet was mild. Today, almost 60 percent of the businesses located in the city deal with technology, including Cisco, France Telecom, and Compaq. Mayor Andre Santini has also succeeded in boosting Issy's Internet connectivity rates to 35 percent of the population, 15 percent more than the national average. Residents have a bevy of e-government services as well, including interactive town hall forums, downloadable forms, and even a cyberkindergarten where young children are taught computers and can interact with their parents via Web cams. This year, Issy will host the Worldwide Forum on E-Democracy as acknowledgement of its pioneering role in that area. (Wired News, 2 February 2002)
