COMMENTARY

A second Cold War has begun, and as with the first, the enemy is an 
abstraction - terrorism in the place of communism. And as before, it will 
be a conflict of unknown duration, cost and risk. For the United States 
there are powerful limits to what it can achieve, writes Walter A 
McDougall, but these are no reason for Americans not to stand up and be
