IP-FLASH A test of the new IP-Flash -- step 1 in change of IP

IP-Flash will only be used for IP distribution which, in my opinion, 
deserves extra attention either because of timeliness or subject 
importance. Note this is highly subjective and  we may disagree occasionally.

I will attempt to limit ip-flash messages to less than  5 per day. Normal 
IP will continue as is for the time being so learn to use your filters to 
highlight ip-flash.
