Though the US government has identified the 19 men suspected of carrying out last month's hijackings and terrorist strikes as Arabs, the four-page memo warns that looking for a type of person who fits a profile of a terrorist is not as useful as looking for behavior that might precede another attack. It also suggests that over-reliance on profiles might be one of the reasons that the attacks of Sept. 11 were not prevented. http://www.boston.com/dailyglobe2/285/nation/Memo_warns_against_use_of_profiling_as_defense+.shtml
